Ramp-up tariff for the hydrogen core network

1. Non-interruptible annual capacity product

Taking into account the annual inflation adjustment pursuant to section 3 sentence 5 of decision GBK-24-01-2#1 and section 3 of decision GBK-24-01-2#2 as well as periodic review pursuant to section 3 sentences 6 et seq. of the WANDA decision (GBK-24-01-2#1), the ramp-up tariff for entry and exit to the hydrogen core network for a non-interruptible annual capacity product amounts to €26.11/kWh/h/a for the year 2027 (CPI 2025: 2.2%).

2. Monthly and daily capacity product, interruptible capacity product

On 12.12.2025, the Federal Network Agency issued further regulations for determining the ramp-up tariff for the core network by publishing the determination of provisions to represent costs of certain transport services of the hydrogen core network and modify network tariffs accordingly (KOSMO) [GBK-24-01-2#2]. These provisions became necessary due to the decision of the Federal Network Agency WaKandA, Ref. No. BK7-24-01-015 of 27.10.2025, which introduces interruptible hydrogen network capacity in section 3 (b) and specifies new product terms on a daily and monthly basis in section 4 (b). If products that comply with the WaKandA regulations are offered between 01.11.2025 and 31.12.2027 and thus before WaKandA comes into effect, the multipliers and discounts listed below shall already apply in accordance with KOSMO, section 8, sentence 2. 

• The tariff for the monthly capacity product is, in accordance with section 2(b) of the KOSMO decision, one twelfth of the tariff for a yearly capacity product multiplied by a multiplier of 1.33.
• The tariff for the daily capacity product is, in accordance with section 2 (b) of the KOSMO decision, one three-hundred-and-sixty-fifth (or, in leap years, one three-hundred-and-sixty-sixth) of the tariff for a yearly capacity product multiplied by a multiplier of 3.38.
• In accordance with section 2(c) of the KOSMO decision, a discount of 10% applies to interruptible hydrogen network capacity.
• In accordance with section 2(d) of the KOSMO decision, discounts apply at exit points to storage facilities which ultimately mean that the multipliers for the monthly capacity product and the daily capacity product do not apply. 

 Gasunie Deutschland shall charge the above-mentioned tariff for the provision of entry and exit capacities for the hydrogen core network.

Note: In its KOSMO determination, the Federal Network Agency reserves the right to set a different multiplier for both the monthly capacity product and the the daily capacity product.
