Auctioning of incremental capacity acc. to REG (EU) 2017/459 NC CAM
Following the conclusion of the first three phases of the procedure initiated in 2017 in accordance with Regulation (EU) 2017/459 (network code on capacity allocation mechanisms in gas transmission systems; hereinafter “NC CAM”) for incremental capacities at the market area border between the market areas GASPOOL and TTF, Bundesnetzagentur took the final approval decision on 25 April 2019.
With auctioning of yearly capacity products in two offer levels at the new network point KNOCK between the adjacent transport system operators Gasunie Deutschland Transport Services GmbH and Gas Transport Services B.V., the fourth phase of the procedure for incremental capacities starts. When participating in the auctions for yearly capacity the requirement to contract all existing capacity at network points with existing capacity at the market area border between the market areas GASPOOL and TTF has to be taken into account.
Existing capacity will be offered on the following network points:

In the yearly capacity auction shown below, existing capacity has to be booked in total or auctions have to end with an auction premium, before binding commitments for incremental capacity must enter the economic test:

Example:
Existing capacity was fully booked on the network points Exit OUDE STATENZIJEL H, 21Z000000000076M (GUD) and Exit BUNDE, EIC 21Z000000000074Q (GASCADE Gastransport GmbH) for GY 25/26 (in total 2.377.891 kW).
Incremental capacity was booked in GY 25/26 for offer level 1 in total (5.840.000 kW) and in offer level 2 in the amount of 7.000.000 kW. The same applies for GY 26/27.
The economic test will consider the contracted incremental capacity for GY 25/26 for offer level 1 and offer level 2. Contracted incremental capacity in offer level 1 and offer level 2 for GY 26/27 will not be considered, since the existing capacity has not been contracted in total and the auctions for existing capacity have not ended with an auction premium.
Capacity bookings for incremental capacity for GY 34/35 and following years will not be considered in the economic test according to legal decision BK9-19/001 of the Bundesnetzagentur.
