The Commission Regulation (EU) 2015/703 of 30 April 2015 establishing a network code on interoperability and data exchange rules took effect on 01 May 2016. According to Article 21 of the regulation, Gasunie Deutschland (GUD) must switch the document-based data exchange at cross border- and market area-interconnection points to the protocol AS4 and has to use the data format Edig@s XML.
By decision of the Bundesnetzagentur from 12 April 2016, concerning the request by the German TSO’s, to approve the further usage of the existing solutions for data exchange (BK7-16-042), GUD is allowed to utilize the already established AS2 communication links in conjunction with EDIFACT formats until 31 January 2018.
GUD will use this exemption until 01 October 2017. Until that date all data communication paths have to be switched to AS4.
The high number of market partners affected by the switch requires detailed planning and will take a period of approximately one year. Therefore, we will first reach out individually to the affected market partners, record their requirements and develop a changeover timetable. In preparation for the alteration, we would like to indicate some initial information here:
Who is affected?
All market partners who nominate, get matched or obtain capacity stock reports at GUD’s cross border- and market area-interconnection points.
What data formats are affected?
The hitherto used versions of NOMINT, NOMRES and CHACAP will be converted to the respective xml expression (currently version 5.1).
Which communication links are affected?
Any existing communication link will be changed to AS4.
Until when has the change to be completed?
GUD intends to complete the switch until 01 October 2017.
How substantial is the change?
Based on experience with AS2, communication changes to AS4 can be implement with relativly little effort.
How will the change be performed?
The new AS4-communication link is tested by GUD and put into operation by an IT provider. Immediately afterwards the switch of data formats to xml is carried out.
Which functionalities has AS4?
- Acknowledgment mechanisms, a reliable messaging and - in the case of erroneous data transmission - the ability to allow a repeat.
- Secure data exchange via password authentication, digital signature and encryption
- Compression and transmission of large volumes of data
- Pattern for message exchanges that allows a rich variety of interactions between sender and receiver
What distinguishes AS4 from AS2?
AS4 is in many ways similar to AS2, but works in a web services context and owns advanced interaction patterns and receipts for message-based transfer of data.
