Operational handling of gas transport shall, if no substitute nomination procedures have been agreed or GABi Gas provides something else, be effected on the basis of nominations made by the balancing group manager within the entry points or the virtual trading point included in the balancing group. Exit nominations shall be required only in a few cases, for example if an exit point to a storage facility, for transmission to another market area or a neighbouring country, or the virtual trading point is contracted. The balancing group manager shall nominate to the balancing group network operator the exit gas quantities to be redelivered at a contractually agreed exit point to final consumers with consumption metering only if such nomination is necessary for the safe and reliable operation of the network, for example as a result of the offtake behaviour of the final consumer.
The balancing group manager shall in general make nominations to the entry and/or exit network operator unless the latter has contracted a third party to accept and handle the nominations. For the entry and exit points of Gasunie’s transportation network and/or the transportation networks of the market area partner (JordgasTransport GmbH) the nominations made by the balancing group manager shall be sent to Gasunie in accordance with Gasunie´s GT&Cs.
Supplementary to Gasunie´s GT&Cs a renomination restriction is valid at market area interconnection points and cross-border interconnection points since implementation of KARLA-gas regulation for all shippers that have booked more than 10% of the reported an-nual technical capacity on a firm basis. In addition to that at cross-border interconnection points this renomination restriction is actually only in force on the German side and thus nominations on both sides of the border may have an impact on the final value due to the relevant matching processes.
